摘　　要：The Report to the 20th National Congress of the Communist Party of China proposed that‘We will better implement the Constitution and conduct constitutional oversight,and we will improve the systems for ensuring full compliance with the Constitution,so as to give better play to the Constitution’s important role in China’s governance and uphold its authority.’1 The Third Plenary Session of the 18th CPC Central Committee proposed to‘further improve the mechanisms an d procedures for implementing the Constitution and conducting the constitutional oversight’,and the Fourth Plenary Session of the 19th CPC Central Committee advanced to‘improve systems and mechanisms for ensuring full enforcement of the Constitution’,and the 20th CPC National Congress explicitly proposed to‘improve the systems for ensuring full compliance with the Constitution’.
