摘　　要：It is the key part of the Chinese modernization to realize the modernization of China’s system and capacity for governance.In Writing a New Chapter in the Practice of China’s Constitution in the New Era:Commemorating the 40th Anniversary of the Enactment of China’s Current Constitution,General Secretary Xi Jinping pointed out that‘the formulation and implementation of the Constitution is a symbol of the progress of human civilization and an important support for the modernization of human society’and that‘the Constitution is the general statute for state governance and security,the fundamental legal basis for the Party’s governance,and the supreme legal norm for the political and social life in China.’General Secretary Xi Jinping stressed that we should‘implement the Constitution in all aspects and in the whole process of state governance’and‘ensure to promote the modernization of China’s system and capacity for governance and the construction of the modern socialist country under the rule of law.’All these important expositions fully reveal both the close relationship between state governance and the implementation of the Constitution and the signifi cance of the constitution-based governance to the modernization of state governance.
