摘　　要：The Constitution is the fundamental law of the state,defining the fundamental system and task of the state.It is also the fundamental standard of conduct that all government agencies,public organizations,and individual citizens must adhere to.It enjoys supreme legal status,legal authority,and legal validity.The Constitution is a centralized embodiment of the will of the Party and the people,and is a written legal guarantee of the rights of citizens.Lenin once said that the Constitution is a piece of paper with the people’s rights written on it.In China,all power belongs to the people.‘The country is the people and the people are the country.’To uphold the running of the country by the people,the Constitution must prioritize the protection of the fundamental rights of citizens.Only when the fundamental rights of citizens are scientifi cally and eff ectively guaranteed by the Constitution can human rights be safeguarded by the most basic rule of law.
