多元主体参与的网络情绪正向性引导——以2021年“7·20”河南暴雨事件为例

摘　　要：公共突发事件应对是公共安全治理过程中的重要环节,而在公共突发事件应对过程中,网络情绪的正向性引导对于事件的处理具有指向性意义。以“7·20”河南暴雨事件为案例,政府通过权威性消息披露与及时性回应引领情绪走向,网民通过高度关注与审慎的态度进行社会性参与,社会团体与经济组织则通过多维度进场建构衍生性话题,多元主体共同建构了网络情绪的正向性演进逻辑与节奏。正向性网络情绪一方面激发了集体行动的良性意识,另一方面则为国家施政提供了社会性资源。基于此,关注网络情绪动态、建构舆情预警机制、重视公众参与和完善规范体系的对策建议对于疏导网络情绪具有积极意义。The response to public emergencies is a significant link in the process of public security governance.In the process of responding to public emergencies,the positive guidance of online emotions has directional significance for event handling.Taking the“Heavy Rain in Henan”incident as a case,the government led the emotional trend through authoritative information disclosure,timely response and rumor refutation,netizens participated in social participation through a highly concerned and prudent attitude,and social groups and economic organizations constructed derivatives through multi-dimensional entry.Topics,multiple subjects jointly construct the positive evolution logic and rhythm of online emotions.On the one hand,positive online sentiment stimulates the benign consciousness of collective action;on the other hand,it provides social resources for national governance.Based on this,the countermeasures,and suggestions of paying attention to the dynamics of network sentiment,constructing a public opinion early warning mechanism,emphasizing public participation,and improving the normative system have positive significance for dredging network sentiment.
