摘　　要：韧性工程面向风险防范和应急响应的全过程、长周期,以贯穿扰动前、中、后的能力建设引领安全管理的范式转型。这一理论下的基础问题研究不同程度地回应了对开放、复杂、动态社会技术系统安全的认知、评估及管理需求。本研究基于韧性工程理论,建立复杂社会技术系统安全管理分析框架,立体化剖析韧性概念要素,全方位展现韧性应对扰动的逻辑内涵,使系统韧性架构和动态作用机理达成时空联动,聚焦常态管理和应急响应的韧性提升,自上而下助力系统性能的持续优化。最后,从重塑管理理念、夯实实践基础和健全长效机制建设三个方面思考韧性安全管理的治理回应,以促进理论知识与实践成效的有机融合。ing and further developing an analytical framework for the safety management complex sociotechnical systems based on resilience engineering.Within this framework,the theoretical components of resilience engineering are initially identified and elucidated.Subsequently,the principle of resilience in the face of disruptions is articulated,and a comprehensive study of the structural elements and dynamic mechanisms inherent in resilient systems is undertaken,considering their spatiotemporal dimensions.Drawing from these insights,various options for enhancing resilience during both normalized management and emergency response phases are explored,with the overarching goal of contributing to the sustainable development of the system.Finally,management strategies are proposed from three aspects of reshaping the credo and cultural aspects of safety management,strengthening the practical underpinnings,and improving the construction of longterm mechanisms to facilitate the organic integration of theoretical knowledge and practical achievements related to resilience management.
