公共图书馆建设与人力资本投资效率协调发展:测度与检验

摘　　要：本文构建熵值赋权模型、全局超效率SBM模型、向量自回归模型和耦合协调模型,测度2011—2021年我国31个省级行政区的公共图书馆建设水平及人力资本投资效率,评估检验两者间的联动效应及其耦合协调度。结果显示:我国公共图书馆建设水平和人力资本投资效率在此期间总体上分别呈快速上升和波动下降趋势,但地区间差距明显,无论是公共图书馆建设水平,还是人力资本投资效率,东部地区均明显优于中部与西部地区;公共图书馆建设与人力资本投资效率间不仅存在积极的正向联动效应,彼此互为促进,而且两者间的协同发展水平总体上呈稳定上升趋势,耦合等级达到6级,即将进入初级协调状态,但存在明显的地区差异性。相较于中部和西部地区,公共图书馆建设对东部地区人力资本投资效率的提升效果明显更弱,而人力资本投资效率对东部地区公共图书馆建设的促进效应明显更强。此外,东部地区公共图书馆建设与人力资本投资效率间的耦合等级已达7级,处于初级协调阶段,而中部和西部地区两者间的耦合等级仅分别为6级和5级,处于勉强协调和濒临失调阶段。Based on the construction of entropy weight model,global superefficiency SBM model,vector autoregressive model and coupling coordination model,this paper evaluates and measures the construction level of public libraries and their human capital investment efficiency in 31 provinces in China from 2011 to 2021 as well as the linkage effect and coupling coordination between them.The results show that the level of public library construction and the efficiency of human capital investment in China have shown a trend of rapid increase and fluctuating decline respectively during this period,but the regional gap has been noticeable.The eastern regions obviously outperform the central and western regions in both the level of public library construction and the efficiency of human capital investment.There is not only a positive linkage effect between the construction of public libraries and the investment efficiency of human capital,marked with mutual promotion,but also the level of coordinated development between them is on the rise,with the coupling level reaching 6 and about to enter the primary coordination state.However,there are also obvious regional differences:compared with the central and western regions,the promotion effect of public library construction on human capital investment efficiency in the eastern regions is obviously weaker,while the promotion effect of human capital investment efficiency on public library construction in the eastern regions is obviously stronger.In addition,the coupling level between public library construction and human capital investment efficiency in the eastern regions has reached 7,the primary coordination stage,while the coupling level between the central and western regions is only 6 and 5 respectively,the stage of barely coordination and on the verge of imbalance.
