城市社区居委会的权力结构及其治理能力建构——基于武汉市W街道的案例研究

摘　　要：随着城市基层治理事务的转型,国家治理现代化的深入推进,如何回应基层治理诉求,并建立与社区治理环境相匹配的治权体系,成为城市社区治理研究的急迫课题。社区居委会以法律表达、行政赋权和社会吸纳的形式形成层级化权力结构。在居委会权力结构中,以事务为基础的权责明确机制和以能力为基础的事务筛选机制的社区书记权力统合,建构起社区治理能力。虽然社区认同的解体为社区重新组织提供了空间,行政力量的介入和组织耦合多元权力,进而形成以居委会为载体多元主体良性互动的权力秩序状态,但是社区居委会权力合法性缺乏再生产的制度基础,具有不确定性。研究发现,城市社区居委会整合社区治理力量,在推动基层社会生产治理能力的同时,为我们剖析基层社会治理共同体内部结构提供了的参考。With the transformation of urban grass-roots governance issues and the deepening of national governance modernization,how to respond to grassroots governance demands and establish a system of governing power that matches the community governance environment has become an urgent issue for urban community governance research.Community neighbourhood committees form a hierarchical power structure in the form of legal expression,administrative empowerment and social absorption.In the power structure of the neighbourhood committee,the unification of the power of the Party Secretary with the clear mechanism of authority and responsibility based on practical issues and the mechanism of issue screening based on competence construct the community governance capacity.Although the disintegration of community identity provides space for community re-organization,and the intervention and organization of administrative power couples multiple powers,which in turn forms a state of power order in which multiple subjects interact benignly with the neighbourhood committee as a carrier,the legitimacy of neighbourhood committee power lacks an institutional basis for reproduction,therefore is faced with uncertainties.The study finds that the urban neighbourhood committee can integrate the community governance power.While such integration promotes the grassroots social production of governance capacity,it can provide a reference for us to analyse the internal structure of the grassroots social governance community.
