何以激活政府培育的社区志愿服务力量?——“第三方”行动路径的案例研究

摘　　要：在我国志愿服务制度化的发展趋势下,亟须突破政府在培育志愿服务力量过程中面临的诸多困境,提升社区志愿服务力量的培育效果。合作生产理论启示,作为“第三方”的社会组织可通过推动合作生产降低志愿服务力量对政府的非对称性依赖,增强社区志愿服务力量的内生动力。本文基于S社区的案例分析发现,社会组织可通过介入志愿服务供给的决策、设计和执行三个阶段,分别发挥协调、规划和生产的功能,推动志愿服务力量与政府逐步向“合作伙伴”的关系转变,从而激发社区志愿服务力量的活力。社会组织与政府和社区的双向嵌入推动了社区志愿服务力量的有效培育。本文回应了官办慈善的改良问题,对于结合中国特色完善全球志愿服务理论,实现我国社区志愿服务的可持续、高质量发展具有重要启示。In the context of the institutionalization of volunteer services in China,the government faces numerous challenges in cultivating volunteer forces,which necessitate breakthroughs to enhance the effectiveness of community volunteer force cultivation.According to the theory of co-production,social organizations as a“third party”can promote co-production,reduce the asymmetrical dependence of volunteer forces on the government,and enhance the intrinsic motivation of community volunteer forces.Based on a case study of S Community,it is found that social organizations can intervene in the decisionmaking,design,and execution stages of volunteer service provision by performing the functions of coordination,planning,and production,respectively.This involvement facilitates the transformation of the relationship between volunteer forces and the government towards a“partnership”,thereby invigorating community volunteer forces.The bidirectional embedding of social organizations with the government and the community effectively promotes the cultivation of community volunteer forces.This study addresses the reform of governmentsponsored philanthropy and attempts to provide insights for integrating Chinese characteristics into global volunteer service theory and achieve sustainable,highquality development of community volunteer services in China.
