发展新质生产力的双重驱动、双面效应与双维制度

摘　　要：发展新质生产力是劳动过程技术条件和社会条件的系统性变革,内蕴“科技创新—要素质变—产业升级”的科技内驱逻辑和“制度改革—新型生产关系—新质生产力”的制度外驱逻辑。发展新质生产力是持续不断的创造性破坏过程,既具有创造新生产方式、新产业、新就业岗位等创造性效应,又潜伏着投资泡沫效应、收入极化效应、就业挤出效应等破坏性效应。发展新质生产力呼唤制度的双维创新,既要构建支持全面创新的体制机制,形成最大化激发创造性效应所必需的创新环境,又要健全发展新质生产力的风险防控制度,形成尽可能减少破坏性效应的体制机制,进而增强发展新质生产力的内外动力和制度保障。The development of new quality productive forces is a systematic change in the technical and social conditions in the labor process,and it contains the logic of internal science and technology drive including"scientific and technological innovation,qualitative change in factors,and industrial upgrading"and the logic of external system drive including"system reform,new production relations,and new quality productive forces"The development of new quality productive forces is a continuous process of creative destruction,with both creative effects such as creating new industries,new production modes,and new jobs,and latent destructive effects such as investment bubble effect,income polarization effect,and employment crowding out effect.The development of new quality productive forces calls for the two-dimensional innovation of the system.It is necessary to build a system and mechanism to support comprehensive innovation to form an innovation environment required for maximizing the creative effects,as well as to improve the risk prevention and control system for the development of new quality productive forces to form a system and mechanism that minimizes the destructive effects as much as possible,so as to enhance the internal and external drives and system guarantee for the development of new quality productive forces.
