摘　　要：中国式现代化既是实现人民福祉的基础,也体现着中国对人类文明发展的贡献。作为国家治理的重要基础,中国式基层治理现代化的实现对中国式现代化具有重要意义。面对基层治理的现实情境与中国式基层治理现代化的差距,推进中国式基层治理现代化需要从制度、机制和能力三个维度加以考量。制度是现代国家运行和发展的规则和秩序基础,推进中国式基层治理制度现代化需要完善基础型制度、拓展框架型制度和强化规则型制度。制度的有效运转需要机制勾连衔接,即以机制激活、连接、协同和维持各项制度的运行。推进中国式基层治理现代化进程,需要优化程序机制、健全激励机制、深化协商机制。健全充满活力又和谐有序的基层社会治理体系,需要基层组织和治理主体拥有强大的现代化治理能力,即提升多重面向的响应能力、服务能力、合作能力以及参与能力。Chinese-style modernization is both the basis for achieving the well-being of the people and a reflection of China’s contribution to the development of human civilization.As an important foundation of national governance,the realization of Chinese-style grassroots governance modernization is of great significance to Chinese-style modernization.In the face of the gap between the real situation of grassroots governance and the modernization of Chinese-style grassroots governance,the promotion of the modernization of Chinese-style grassroots governance needs to be considered from the three dimensions of system,mechanism and capacity.System is the basis of rules and order for the operation and development of a modern state,and to promote the modernization of Chinese-style grassroots governance system,it is necessary to improve the basic system,expand the framework system and strengthen the rule-based system.The effective functioning of the system requires the connection of mechanisms,i.e.,mechanisms that activate,connect,synergize and maintain the operation of the various systems.To promote the modernization of Chinese-style grass-roots governance,it is necessary to optimize procedural mechanisms,improve incentive mechanisms and deepen consultation mechanisms.The construction of a vibrant,harmonious and orderly grass-roots social governance system requires that grass-roots organizations and governance bodies have strong modern governance capacities,that is,the capacity to enhance their multi-oriented responsiveness,service capacity,cooperation capacity and participation capacity.
