摘　　要：面对国家治理过程中日益复杂的知识和信息难题,“顶层设计—分层对接”模式旨在通过出台统筹性的战略规划与个性化的政策细则,推动中国整体的制度变革。有关中国自由贸易试验区政策的案例研究发现,“顶层设计—分层对接”是一个从元政策、基本政策再到具体政策的层级衍生过程。它以自上而下的“顶层推动”控制改革的方向与路径,借助政策设计的“层级反馈”激发子系统内部的执行创新,从而弥合复杂情境下权力集中与有效治理间的张力,形成中央统一性与地方多样性的治理格局。从政策视角透视“顶层设计—分层对接”模式,既有助于呈现复杂政策的变迁过程,也揭示了公共政策作为一种治理工具对政治的反向塑造。在当前我国决策权力“再中心化”的整体背景下,中央借助特定政策设计重塑行政体系的资源结构和观念系统,本质上是通过非正式形式的权威调节,为各级政府的自主性划定制度空间。Facing the knowledge and information problem in the process of national governance,“Top-level design-Hierarchical connection”mode has promoted China's institutional reform through strategic planning and detailed policy rules.Through the case study of China’s pilot free trade zone policy,it is found that“Top-level design-Hierarchical connection”is a hierarchical derivative process from meta-policy,basic policy and then to specific policy.It controls the reform process as well as the implementation innovation of subsystems through“top-level push”and policy feedback,alleviating the contradiction between centralization and effective governance.This paper explains the“Top-level design-Hierarchical connection”model from the perspective of policy,showing the changing process of complex policies and revealing the reverse shaping effect of policies on politics.Under the current circumstances,this effect demonstrates that the central government,through informal authority regulation,reserves space for the autonomy of local government decision-making.
