社区自我解压的策略与空间——以浙北D社区为例

摘　　要：在我国全面推进治理体系与治理能力现代化的过程中,出现了更多事务向社区下沉的现象。这使得原来社区“负担”过重的问题进一步凸显。相较于多年来主张为社区减负而不得的状况,社区却在这种局面下依然维持着有序运行。针对这一“反常”现象,有必要对“社区压力过大”这一问题进行重新审视。从对浙北D社区的案例分析中发现,社区掌握着一套诸如“统筹开展”“压力转移”“罚不责众”等策略,使其较好化解了任务压力;但同时,这些行为的运作空间正在逼近极限,甚至一些社区已出现非常规、非规范的解决方式。这是社区表面有序运行下所发出的警示信号,需要引起更大的重视。In the process of comprehensively promoting the modernization of governance system and governance capacity in China,there has been a phenomenon of more affairs sinking into communities.This further highlights the problem of excessive burden on the community.Compared to years of struggling to reduce the burden on the community,the community still maintains orderly operation.Therefore,it is necessary to re-examine the issue of“excessive community pressure”.From the case of D community in northern Zhejiang,it was found that the community has mastered a set of strategies such as“coordinated work”,“pressure transfer”,and“No punishing the public”,and has effectively resolved stress.But after in-depth research,it was found that the space for these behaviors is approaching its limit.And there were Unconventional and non-standard behaviors has occurred.This is a warning signal from the community that we need to pay more attention to the“community burden reduction”.
