条块下沉与基层自主行动:社区居委会行政化结构的生成和再生产——以江西Y城Z社区居委会为例

摘　　要：随着国家治理重心下移,社区在基层治理中的作用日益凸显,而社区治理始终存在居委会行政化的争论。来自江西Z社区的案例表明,居委会与政府之间存在必要的行政联系,居委会行政化不能被简单描述为组织属性的异化,其更深层次的机理在于基层治理结构和基层自主行动的互构。一方面,上级政府的条线规范和块级压力下沉在基层生成了“前台—后台”的流程结构和“委托—代理”的责任结构。另一方面,居委会利用前台的信息优势和代理方的关系网络采取自主行动,实现了相应治理结构的再生产,从而将单向度的约束结构重塑为博弈和合作的治理结构。条块下沉和基层自主行动都是无法回避的客观事实,所以应当处理好政府和居委会两者之间的关系,以充分发挥各自的积极作用。As the center of gravity of national governance moves downward,the role of committees in grass-roots governance has become increasingly prominent,and there has always been a debate about the administrativeization of neighborhood committees in community governance.The case from community Z in Jiangxi Province shows that there is a necessary administrative link between the neighborhood committee and the government,and that the administrativeization of the neighborhood committee cannot be described simply as the alienation of organizational attributes,but that its deeper mechanism lies in the inter-construction of the grassroots governance structure and autonomous grassroots actions.On the one hand,the norms of Tiao and the pressure of Kuai from the higher government have created a“front office-back office”process structure and a“principal-agent”responsibility structure at the grassroots level.On the other hand,the neighborhood committees take autonomous action by using the information advantage of the front office and the relationship network of the agents to realize the reproduction of the corresponding governance structure,thus reshaping the unidirectional constraint structure into a game and cooperative governance structure.The sinking of Tiao and Kuai and the autonomous action of the grassroots are inescapable facts,so the relationship between the Government and the Neighborhood Committees should be dealt with so as to give full play to their respective positive roles.
