低碳城市建设是否促进了城市绿色技术创新的“量增质升”?——来自低碳城市试点政策的证据

摘　　要：低碳城市建设不仅是经济绿色低碳转型的重要改革措施,还是促进绿色技术创新的重要引擎。论文从绿色技术创新“数量”与“质量”的视角出发,将低碳城市试点政策视为准自然实验,基于中国245个地级市2007—2021年的面板数据,考察了低碳城市建设对绿色技术创新的影响效应与作用机制。研究发现,低碳城市建设显著促进了绿色技术创新“数量”与“质量”,这一结论在经过一系列稳健性检验后依然成立;异质性分析发现,低碳城市建设对非资源型城市、东部地区城市绿色技术创新的促进作用更强;机制分析发现,产业结构升级与环境规制强度有助于强化低碳城市建设对绿色技术创新的促进作用。基于此,提出坚持绿色低碳转型、加快资源型城市产业、促进产业协同融合发展的政策建议。Low-carbon city construction is not only an important reform measure for green and low-carbon economic transformation,but also an important engine to promote green technology innovation.From the perspective of“quantity”and“quality”of GTI,this paper considers the low-carbon city pilot policy as a quasi-natural experiment,and examines the impact and mechanism of low-carbon city construction on GTI based on the panel data of 245 prefecture-level cities in China from 2007 to 2021.The study finds that low-carbon city construction significantly promotes the“quantity”and“quality”of GTI,which is still valid after a series of robustness tests.Heterogeneity analysis shows that low-carbon city construction plays a stronger role in promoting green technology innovation in non-resource-based cities and cities in the eastern region.The mechanism analysis shows that the upgrading of industrial structure and the intensity of environmental regulation help to strengthen the promotion effect of low-carbon city construction on green technology innovation.Based on this,this paper puts forward policy suggestions to adhere to green and low-carbon transformation,accelerate resource-based urban industries,and promote the coordinated and integrated development of industries.
