新能源汽车推广政策对企业技术创新的影响探究——基于双重差分法的实证分析  

Research on the Impact of New Energy Vehicles Promotion Policies on Enterprise Technological Innovation:An Empirical Analysis Based on the Difference-in-Differences Method

摘  要:在全球产业转型与绿色发展背景下,新能源汽车产业迅猛发展,但面临企业研发投入不足、技术创新受限等挑战。如何提升核心技术,促进产业高质量发展,已成为当前产业发展的核心任务。基于2007—2021年间260家上市汽车企业的面板数据,将样本划分为对照组与实验组,通过构建政策冲击,深入分析了推广政策与企业技术创新的关系。在评估企业技术创新水平时,将专利数量和研发费用率作为企业技术创新投入与产出的衡量标准,并运用双重差分模型评估了新能源汽车推广政策对企业技术投入与产出的影响。研究结果表明,该政策对企业技术研发创新有正向效应,但该政策具有地区异质性,正向影响在经济发达的东部地区最为显著,而在中西部地区则相对薄弱。Against the background of global industrial transformation and green development,the new energy vehicle(NEV)industry is growing rapidly.However,it faces challenges such as insufficient R&D investment and constrained technological innovation.Enhancing core technologies and promoting highquality development have become pivotal tasks for the industry's advancement.Using panel data from 260 listed automobile companies from 2007 to 2021,this study divided the sample into control and experimental groups and analyzed the relationship between NEV promotion policies and enterprise technological innovation by constructing policy shocks.To evaluate the enterprises technological innovation level,the number of patents and R&D expense ratio were employed as indicators of enterprises technological innovation input and output.A Difference-in-Differences(DID)model was applied to evaluate the impact of NEV promotion policies on enterprises technological innovation.The findings reveal that these polices have a significant positive effect on enterprise technological innovation.However,the effects exhibit regional heterogeneity:the positive impact is most pronounced in the economically developed eastern regions,while it is relatively weaker in the central and western regions.
