联结融合:驻村工作队助力乡村治理的实践机理——基于IAD框架的实证研究

摘　　要：在乡村振兴战略背景下,驻村工作队作为常态化治理主体深度参与乡村场域。面对巩固拓展脱贫攻坚成果与乡村振兴有效衔接的时代任务,驻村工作队通过持续嵌入乡村场域,成为推动综合治理的重要动能。本研究基于制度分析与发展(IAD)框架,整合社会资本理论,采用田野调查法,对Y村驻村工作队的治理实践进行解构。研究发现:驻村工作队通过下沉式嵌入建构起“联结融合”型治理模式,这种模式既“联结”了村庄社会、相关部门与市场力量,也“融合”了主体和资源;其运作逻辑可解构为外生变量层、行动舞台层、互动模式与结果层。“联结融合”型乡村治理模式的提出,将为驻村工作队更好地融入帮扶乡村治理提供具象的理论回应,也将为进一步完善乡村振兴战略下的驻村工作机制提供新的可行方案。Against the backdrop of the rural revitalization strategy,village work teams have become a regular governance force deeply involved in rural areas.Faced with the task of effectively connecting the consolidation and expansion of poverty alleviation achievements with rural revitalization,village work teams have become an important driving force for comprehensive governance through continuous integration into the rural context.This study,based on the Institutional Analysis and Development (IAD) framework and integrating social capital theory,uses field investigation methods to deconstruct the governance practices of the village work team in Village Y.The research finds that the village work team has constructed a "connection and integration" governance model through a downward integration approach,which not only "connects" the village society,relevant departments,and market forces but also "integrates" various subjects and resources.The operational logic of this model can be deconstructed into the exogenous variable layer,the action arena layer,the interaction mode and outcome layer.The proposal of the "connection and integration" rural governance model will provide a concrete theoretical response for village work teams to better integrate into the governance of the villages they assist,and also offer a new feasible solution for further improving the village work mechanism under the rural revitalization strategy.
