公共领导力供给:党建引领社区治理共同体建构的内在机理

摘　　要：党建引领已成为推进共建共治共享社会治理体系的重要制度安排,并要求深入探讨基层党建何以引领社区治理共同体建构议题。以公共领导力为基点,对话统合治理理论,结合社区治理共同体的内在逻辑关系,构建“动因—过程—结果”分析框架,对湖南省长沙市F社区更新治理实践进行单案例分析。研究发现:基层党建立足组织、利益和价值三重统合要素,强化对社区公共领导力的供给,驱动了社区治理共同体建构。具体而言:组织统合下的空间塑造机制在共建层面构建了扁平化治理结构;利益统合下的资源在地性转化机制在共治层面激发了集体行动动力,选择性激励机制保障了集体行动的持续开展;价值统合下的策略性动员机制在共享层面凝聚了共治共识。此过程不仅助推树立政党治理权威,也提升了社区自主治理能力。本研究验证了社区治理中保持多主体合作与治理权力相对集中的可能性,有助于延展统合治理理论的解释范围。The guidance of Party building has become a crucial institutional arrangement for advancing the social governance system based on collaboration,participation,and benefit sharing,and requires indepth discussions on how primary-level Party building leads the construction of community governance communities.Based on public leadership and dialoguing with the theory of integrated governance,this study constructs an analytical framework of"motivation-process-outcome"by examining the inherent logical relationships within community governance communities.A single case analysis is conducted on the governance practice of community renewal in F Community,Changsha,Hunan Province.The study finds that primary-level Party building,grounded in the three integrated elements of organization,interest,and values,strengthens the supply of community public leadership and drives the construction of community governance communities.Specifically,the spatial shaping mechanism under organizational integration establishes a flattened governance structure at the collaboration level;the local resource transformation mechanism under interest integration activates collective action motivation at the co-governance level,with selective incentive mechanisms ensuring sustained collective action;and the strategic mobilization mechanism under value integration consolidates governance consensus at the shared-benefit level.This process not only enhances the Party's governance authority but also improves community self-governance capacity.This study verifies the possibility of maintaining multi-agent cooperation and relatively centralized governance power in community governance,contributing to expanding the explanatory scope of integrated governance theory.
