摘 要:开展跨区域应急合作对于有效治理跨界危机具有重要的现实意义。既有研究基于府际合作的视角对应急合作模式展开了探讨,但单一维度的实践形态并不足以展示跨区域应急合作的整体运作图景。本研究引入灾害经历的分析维度,构建“府际向度—灾害经历”的分析框架,并对京津冀区域各类跨界危机事件进行多案例分析。研究发现:跨区域应急合作模式是基于府际向度和灾害经历在不同危机情境下的组合结果,依据纵横向合作向度和灾害经历的理论维度,将跨区域应急合作模式划分为经验型、自主型、政治型和整合型等4种类型。上级激励、下级协调与结构性双向互动;资源互赖、利益均衡与价值性循环分配;危机学习、经历偏差与知识性持续供给共同构成合作模式差异的关键要素和内在机理。实现跨区域应急有效合作不仅需要纵向上上级政府的高位嵌入和横向上区域内地方政府之间的资源协调,还需要对已发生危机事件的危机学习和知识提取。Cross-regional collaboration is of great significance for the effective governance of crossborder crises.Existing studies have explored emergency collaboration models from the perspective of intergovernmental cooperation,yet single-dimensional practical frameworks are insufficient to show the overall operation of cross-regional emergency collaboration.This study introduces the analytical dimension of disaster experience,constructs an"intergovernmental dimensions-disaster experience"framework,and conducts a multi-case analysis of various cross-border crisis events in the Beijing-Tianjin-Hebei region.The study finds that cross-regional emergency collaboration models are shaped by the combination of intergovernmental dimensions and disaster experience in different crisis situations.Based on vertical/horizontal collaboration dimensions and the theoretical dimension of disaster experience,cross-regional emergency collaboration models are categorized into four types:experience-based,autonomy-driven,politics-driven,and integration-based.Key elements and internal mechanisms driving differences in collaboration models include top-down incentives,bottom-up coordination,and two-way structural interactions;resource interdependence,interest equilibrium,and value-based cyclical allocation;and crisis learning,experiential biases,and continuous supply of knowledge.Effective cross-regional emergency collaboration requires not only high-level vertical embeddedness from superior governments and horizontal resource coordination among iocal governments,but also crisis learning and knowledge extraction from past crisis events.
