“生活治理”何以可为——基于政府治理能力视角的多案例比较分析

摘　　要：生活治理愈发成为党和国家提升人民生活品质的重要治理模式,其核心在于政府权力对于个人生活的介入,而政府的治理能力是生活治理得以推进并取得成效的基础与关键。当前,我国生活治理丰富的实践形态对政府治理能力提出了差异化的要求。基于多个实践案例的比较分析,从治理场域主要处于公共空间还是私人空间、治理活动的形式手段偏向约束型还是引导型两个维度区分不同类型的生活治理。政府的强制能力、建制能力、动员能力和协作能力分别适用于不同类型的生活治理,也代表了政府公共权力与社会、民众之间的多元互动关系;在生活治理的过程中,不同治理能力不断优化、调适,形成此消彼长、相互融合的动态关系。Life governance has increasingly become an important governance model for the Party and the state to enhance the quality of people's lives.Its core lies in the intervention of government power in personal life,and the governance capacity of the government is the foundation and key to the implementation and effectiveness of life governance.At present,the rich practices of life governance in China impose differentiated demands on government governance capacity.Based on a comparative analysis of multiple cases,this study distinguishes different types of life governance along two dimensions:whether the governance field is primarily in public or private spaces,and whether the forms and means of governance activities are more restrictive or guiding.The government's coercive capacity,institutional capacity,mobilization capacity,and collaborative capacity are respectively applicable to different types of life governance,representing the diverse interactive relationships between the government's public power,the society,and the public.In the process of life governance,different governance capacities are continuously optimized and adjusted,forming a dynamic relationship of zero sum and mutual integration.
