全过程人民民主视阈下人民政协创新实践探究——以H市“‘码’上议”工程为例

摘　　要：发展全过程人民民主是新时代新发展阶段的重大课题。人民政协作为社会主义协商民主的重要渠道和专门协商机构,对于践行全过程人民民主具有独特优势。江苏省H市近年推出“有事好商量——‘码’上议”工程,通过多主体联通、全要素整合、全流程协商、全链条衔接,创新了专门协商机构建设实践,以党建引领、队伍优化、机制创新等方式为全过程人民民主的发展注入了强劲动力。Developing full-process people’s democracy is a significant topic in the new era and the new stage of development.As an important channel and specialized consultative body of socialist consultative democracy,the People’s Political Consultative Conference(PPCC)has unique advantages in practicing full-process people’s democracy.In recent years,City H has launched the“Let’s Discuss Matters-‘Code for Deliberation’Project”,which,through multi-party communication,comprehensive integration of all elements,full-process consultations,and full-chain connection,innovates the practice of constructing specialized consultative bodies.By injecting strong driving forces into the development of full-process people’s democracy through party building leadership,team optimization,and mechanism innovation.
