基层治理中政策的调适性执行及优化研究——以S省L县D社区“农民上楼”为例

摘　　要：随着基层治理需求的发展,社区作为基层治理体系的基础,面临治理场域愈加复杂、治理张力愈加突出等现实问题。当前我国社会治理呈现重心下移的发展趋势,要求“尽可能把资源、服务、管理放到基层”。然而在治理实践中,治理重心下移与治理效能提升之间并不存在必然关系。为此,要实现政府治理与社会调节、居民自治的良性互动,必须优化执行逻辑与路径。S省L县D社区在推进城市建设用地开发实践中,综合运用多种调适策略,实现了政策目标与执行效果平衡,但也暴露出“非正式合作依赖”“互惠格局狭小”“基层治理失衡”等问题。为此,需要进一步通过对政策弹性的妥善运用、对制度空间的合理扩展和对因变情境的及时约束,优化政策调适性执行路径,实现“放得活、管得住”基层治理体系的优化和治理能力现代化。With the development of grassroots governance needs,communities,as the foundation of grassroots governance system,are facing increasingly complex governance fields and prominent governance tensions.At present,China’s social governance is showing a downward trend in focus,requiring“resources,services,and management to be placed at the grassroots level as much as possible”.In governance practice,there is no necessary relationship between the shift of governance focus and the improvement of governance efficiency.To achieve a positive interaction between government governance,social regulation,and resident autonomy,it is necessary to optimize the execution logic and approach.In the practice of promoting urban construction land development in D Community of L County in S Province,various adjustment strategies have been integrated to achieve a balance between policy goals and implementation effects.However,problems such as“informal cooperation dependence”,“narrow reciprocity pattern”,and“imbalance in grassroots governance”have also emerged.To this end,it is necessary to further optimize the adaptive implementation path of policies through the proper use of policy f lexibility,the reasonable expansion of institutional space,and timely constraints on changing situations,in order to achieve the optimization of the grassroots governance system and modernization of governance capacity that is“flexible and manageable”.
