治理现代化视域下廉洁文化融入基层党组织建设研究

摘　　要：廉洁文化建设是党加强自身建设和推进党的自我革命的重要途径,对于基层党组织发挥坚强战斗堡垒作用、推进国家治理现代化具有重要作用。治理现代化视域下,推进廉洁文化融入基层党组织建设的重要动因来自马克思主义经典作家的廉洁思想、中国政治实践中廉洁文化建设经验以及中国共产党解决大党独有难题的现实需要,具有巩固党的执政基础、弘扬良好社会风气、推动廉洁文化深入人心的时代价值。廉洁文化融入基层党组织建设的实践路径主要有:加强廉洁教育,提升基层党员干部的廉洁意识;完善制度建设,以廉洁文化建设提升基层治理效能;创新宣传方式,推动廉洁文化建设深入基层治理;强化党建引领作用,提升基层治理现代化水平。Integrity culture construction is the major path to strengthening the Party’s self-construction and promoting its self-revolution,and is thus of vital importance for base-level Party organizations to function as battle forts and for the entire country to promote modernization in state governance.From the perspective of governance modernization,the main motivation for promoting integrity culture to merge into base-level Party organizations comes from integrity ideals of Marxist classists,integrity construction experience in the political life of China,practical requirements of the Communist Party of China in tackling its unique challenges,thus granted with values of consolidating its ruling foundation,promoting favorable social atmosphere,and boosting integrity culture among the public.Practical paths to this goal include:strengthening integrity education to promote integrity culture integrating into base-level governance;perfecting system construction to promote governance efficiency in base-level organizations;innovating disseminating methods to facilitate integrity culture merging into base-level governance;strengthening the Party’s leadership role to improve modernization level in base-level organizations.
