摘　　要：健全全面从严治党体系是党的二十届三中全会根据新时代党的建设实际所提出的一项重大任务,它标志着新时代全面从严治党向纵深延伸进入新阶段。从出场逻辑看,健全全面从严治党体系是推进中国式现代化的内在要求,是加强新时代党的建设实践的重大举措,是实现党的执政能力整体性提升的有效路径,是确保党永葆先进性和纯洁性的题中应有之义,是总结百余年来管党治党经验与教训的智慧启示。从目标指向看,健全全面从严治党体系就是要形成上下贯通、执行有力的组织体系,形成固本培元、凝心铸魂的教育体系,形成精准发力、标本兼治的监管体系,形成科学完备、有效管用的制度体系,形成主体明确、要求清晰的责任体系。从优化路径看,新时代新征程健全全面从严治党体系,务必要始终坚持系统观念和辩证思维、聚焦党内存在主要问题精准施策和靶向施治、深化理论武装和纪律建设、推进制度治党和依规治党相结合、筑牢管党治党“四梁八柱”,持续促进党的建设质量提升。Improving the comprehensive and strict governance system of the Party is a major task proposed by the Third Plenary Session of the 20th Central Committee of the Communist Party of China based on the actual situation of Party building in the new era,which marks the beginning of a new stage in the comprehensive and strict governance of the Party in the new era.From its entrance logic,improving the system of comprehensive and strict administration of the Party is the internal requirement of promoting Chinese path to modernization,a major measure to strengthen the practice of Party building in the new era,an effective path to achieve the overall improvement of the Party’s governing ability,an essential part of ensuring the progressiveness purity of the Party,and a wisdom enlightenment to sum up the experience and lessons of managing the Party and governing the Party for more than 100 years.From the perspective of goal orientation,to improve the comprehensive and strict governance system of the Party,it is necessary to form an organizational system that is interconnected from top to bottom and highly executable,an education system that solidifies the foundation and nurtures the soul,a regulatory system that focuses on precision and addresses both symptoms and root causes,a scientific,comprehensive,and effective institutional system,and a responsibility system with clear subjects and requirements.From the perspective of optimization path,in the new era and new journey,it is necessary to establish a comprehensive and strict governance system for the Party.We must always adhere to a systematic concept and dialectical thinking,focus on the main problems within the Party,implement targeted and precise policies,deepen theoretical armament and discipline construction,promote the integration of institutional governance and rule-based governance,strengthen the measures of“four beams and eight pillars”for Party governance,and continuously promote the quality of Party building.
