特约监察员制度的发展脉络及变迁机制研究——基于历史制度主义视角的分析

摘　　要：特约监察员制度是“人民监督政府”和“自我革命”两个答案的生动体现,有着近百年的发展演变历史。将历史制度主义理论引入我国特约监察员制度发展过程的研究,可以发现特约监察员制度的历史发展呈现出“马鞍型”的变迁轨迹以及强制性变迁与诱致性变迁相结合的变迁模式。同时,制度环境变化、制度结构调整、制度制定者的观念认知以及制度执行者四大因素共同促进了特约监察员制度的演变与发展,构成了复合型制度变迁动力机制,为新时代推动党的建设伟大工程、完善党和国家监督体系、提升治国理政效能提供理论指导。The special inspector system,with a history of nearly one hundred years,is a vivid reflection of the two answers of“people supervising the government”and“self-revolution”.By introducing the theory of institutional change into the development of the special inspector system,we can find that the historical development of the special inspector system takes a“saddle type”development pattern with a development mode combining mandatory changes and induced changes.Meanwhile,the evolution and development of the special inspector system are affected by four major factors:the change of the institutional environment,the adjustment of the institutional structure,the conceptual cognition of the institution makers and the institution executors,which constitute a complex dynamic mechanism of institutional change,promoting the grand project of Party construction in the new era,perfecting the supervision mechanism for the Party and the state,providing theoretical instruction for improving efficiency of state governance.
