家风家教融入党内法规:现实目标、内在逻辑与制度完善

摘　　要：党的十八大以来,党内法规中家风家教条款日益丰富,旨在用制度刚性促进党员干部廉洁修身、从严治家,因此有必要系统阐释家风家教融入党内法规问题。着眼于时代背景与现实问题,家风家教融入党内法规的现实目标兼具推进全面从严治党的政治目标和保持清正廉洁的法治目标;立基于外部环境和内在价值的挑战,家风家教融入党内法规的内在逻辑表现为重在约束公权力的历史逻辑和道德自律与党规他律有机结合的实践逻辑。在此基础上,家风家教融入党内法规的制度完善路径为优化原则性表达强化党员干部廉洁修身的政治责任、补强具体化表达明确家庭行为的底线与高线、提高监督问责机制的可操作性等,从而多措并举全力构筑拒腐防变的坚固防线。Since the 18th National Congress of the CPC,clauses relating to family atmosphere construction and education are more than ever found within the regulation system of the Party,which aim at guiding Party members and leading cadres to cultivate their integrity qualities and strictly manage their families.Based on the contemporary background and practical tasks,family atmosphere construction and education aim at realizing the political goal of strengthening comprehensive and strict administration of the Party in the new era and the legal governance goal of keeping a clean and upright morality.Faced with the challenges of outer environment and inner values,family atmosphere construction and education entering inner-Party regulation system is directed mainly by the internal logic of restricting public power arising out of the historical logic and the practical logic of moral self-discipline and heteronomy by Party regulations in an organically unified manner.Based on these,perfecting the system for family atmosphere construction and education to enter inner-Party regulation system must enhance the political responsibility of Party members by means of optimized principle expressions,reinforcing concrete expressions to define the bottom line and top line for family behavior,and improving the practicality of supervision and accountability mechanism,so that a fortification can be built against corruption by all efforts.
