摘 要:低碳城市和创新型城市试点政策是实现经济、社会和环境可持续发展的重要战略部署。精准评估二者对碳排放效率的协同效应,对于推动中国低碳经济发展、助力实现碳达峰碳中和目标具有重要意义。基于2006—2021年282个城市的面板数据,运用超效率SBM模型对碳排放效率进行测度,并通过双重差分和空间杜宾等模型实证检验了双试点政策对碳排放效率的作用效果及其溢出效应。结果表明:双试点政策的协同赋能可以显著促进碳排放效率提升,主要通过绿色转型、技术集聚和信号效应发挥作用,且该效果对于先成为创新型试点再成为低碳试点的城市更优。异质性分析发现,双试点政策推动碳排放效率提升的协同效应在高行政等级和位于胡焕庸线及其东南侧的城市中更为突出。进一步研究发现,双试点政策还能通过正向空间溢出效应促进周边城市碳排放效率的提升。研究结论能够为灵活运用政策组合工具以实现碳减排与经济高质量发展双赢目标提供科学依据和参考。Pilot initiatives in low-carbon and innovative cities are crucial to achieving sustainable economic,social,and environmental progress.Advancing China s low-carbon economic growth and achieving the objectives of carbon peaking and carbon neutrality require precisely evaluating the combined impact of these factors on the efficiency of carbon emissions.Based on the panel data of 282 cities from 2006 to 2021,the super-efficiency SBM model is applied to empirically measure the carbon emission efficiency,and the effect of the dual-pilot policy on carbon emission efficiency and its spillover effect are empirically examined by using the difference-in-differences and spatial Durbin models.The results show that the synergistic empowerment of the dual-pilot policy can significantly promote the improvement of carbon emission efficiency,which mainly works through the green transformation,technology agglomeration,and signaling effects,and the effect is better for the cities that become innovative pilots first and then low-carbon pilots.Heterogeneity analysis reveals that the synergistic effect of the dual-pilot policy in promoting carbon emission efficiency is more prominent in cities with high administrative levels and those located at the Hu Huanyong Line and its southeast side.Furthermore,the dual-pilot policy can also promote the carbon emission efficiency of neighboring cities through positive spatial spillover effects.The study s conclusions provide a scientific basis and reference for the flexible application of policy-combination tools to achieve the win-win goal of reducing carbon emissions and achieving high-quality economic development.
