摘 要:国家中心城市建设作为有效提升经济社会绿色转型质量、有序推进城市协调联动发展进程的有力抓手与重要载体,对于突破经济增长与环境保护相互制约的现实桎梏具有重要意义。基于19个城市群209个地级市的面板数据,利用耦合协调度模型测度减污降碳协同水平,采用多期双重差分模型识别国家中心城市建设对城市群减污降碳协同的影响效果及作用机制。研究发现:(1)国家中心城市建设能显著降低污染排放和碳排放,提升二者协同水平;(2)减污降碳协同效应在不同城市群以及城市间存在着明显的异质性;(3)国家中心城市建设主要通过提高绿色创新活力、加大交通基础设施投入、提升城镇化水平以及加速互联网渗透促进减污降碳协同;(4)在国家中心城市建设的冲击下,污染排放、碳排放、协同水平均表现出负向动态变化,整体呈现先陡降再缓升的波动趋势。因此,应持续推进国家中心城市建设,探索其实现减污降碳协同的多维路径,进一步巩固高质量绿色发展增长极,实现环境质量稳定向好与经济规模稳步提升的“双赢局面”。National central city construction is a powerful starting point and important carrier in effectively improving the quality of economic and social green transformation and the process of coordinated urban development.This construction is of great significance for breaking the mutual constraints in the relationship between economic growth and environmental protection.Based on the panel data of 209 prefecture-level cities in 19 urban agglomerations,this study uses the coupling coordination degree model to measure the coordination level of pollution and carbon reduction.The multi-period difference-in-differences model is used to identify the impact of national central city construction on the synergistic reduction of pollution and carbon emissions in urban agglomerations and the mechanism for that effect.The results show that:(1)The national central city construction can significantly reduce pollution and carbon emissions and improve the coordination of the two;(2)The synergistic reduction of pollution and carbon emissions is heterogeneous across urban agglomerations and cities;(3)The national central city construction promotes the synergistic reduction of pollution and carbon emissions primarily by enhancing green innovation,increasing investment in transportation infrastructure,improving the level of urbanization,and accelerating Internet penetration;(4)Under the impact of national central city construction,pollution emission,carbon emission and coordination level all show negative dynamic changes,and the overall trend of“rapid decrease then slow increase”.Therefore,it is imperative to promote the national central city construction,explore multi-dimensional pathways to achieve coordinated pollution and carbon reduction,further consolidate high-quality green-development growth poles,and achieve the“win-win”scenario of stable environmental quality and steady improvements of economic scale.
