摘  要:空间容量大幅增加的城市更新活动,为所在区域的公共服务和市政基础设施带来额外负担,为抵消由此形成的外部性影响,需付出更多公共成本,给地方财政造成持续压力。由于公共成本测算方法的缺失,使空间规划无法基于财政平衡,对存量空间更新改造后的功能与开发强度进行科学管控。为此,研究提出面向我国和具有相似土地制度国家的城市更新财务分析框架,以更好理解城镇化后期存量土地上开发权供给与政府财政能力之间的关系,并进一步根据我国政府公共服务责权范畴,构建对接政府财会制度的公共成本测算方法体系,并基于实证研究揭示增量更新对地方财政的短期与长期影响,提出基于财务收支平衡分析的城市规划功能与容量调整思路。Urban regeneration with a large increase in space capacity places an extra burden on the public services and infrastructure in a region,and the public costs paid to offset this external impact also put pressure on local finance.Due to the lack of public cost calculation methods,local governments are unable to leverage fiscal balance to scientifically control the function and development intensity of the stock space after its regeneration.Therefore,this paper endeavors to develop a financial analysis framework for urban regeneration in China and countries with similar land systems,in the hope of better understanding the relationship between the supply of development rights on the stock land in the later stage of urbanization and the government’s fiscal capacity.Furthermore,in line with the responsibilities and rights in the public services provided by the Chinese government,the paper develops a methodology for calculating public costs that is aligned with the government’s financial and accounting system.In addition,through empirical research,the paper reveals the short-term and longterm impacts of incremental urban regeneration on local finance,and puts forward suggestions for the adjustment of urban planning function and capacity based on financial balance analysis.
