摘　　要：党的领导法规在“1+4”党内法规制度体系中占据着举足轻重的地位。自中国共产党诞生之日起,便踏上了探索和实践党的领导法规制度建设的道路。回溯新民主主义革命时期,党的领导法规制度建设历经了建党初期和大革命时期的初步探索、土地革命战争时期的曲折发展,以及全面抗战时期与解放战争时期的健全完善,这三个阶段共同勾勒出其发展的清晰脉络。这一时期党的领导法规制度建设展现出若干核心特征。从属性维度审视,它彰显了高度的政治性,紧密围绕党的政治纲领与目标展开。从内容层面剖析,它呈现出广泛的涵盖性,涉及党的领导方式、体制、内容等多个方面。从价值取向角度考量,它体现了鲜明的人民性,始终坚持人民至上的基本原则。系统回顾新民主主义革命时期党的领导法规制度建设的历史进程,能够为新时代推动党的领导法规制度建设迈向高质量发展提供宝贵的经验启示:必须坚持党的领导,坚定正确的政治方向;重在落实,不断提高党的领导法规制度执行力;抓住“关键少数”,发挥领导干部“以上率下”的示范作用;坚持问题导向,从实际出发,与时俱进地推进党的领导法规制度建设。The regulations governing the party leadership occupy a pivotal and special position within the“1+4”intra-party regulatory system.Since the founding of the Communist Party of China,the Party has been on the path of exploring and practicing the construction of party leadership regulations.Looking back at the period of the New Democratic Revolution,the construction of Party leadership regulations underwent three historical stages:the initial exploration during the Party’s establishment and the Great Revolution,the tortuous development during the Agrarian Revolutionary War and the improvement and perfection during the Anti-Japanese War and the Liberation War.These three stages collectively form a clear development trajectory.During this period of practical exploration,the construction of Party leadership regulations exhibited several major characteristics:From a subordinate dimension,the construction demonstrated a high degree of political nature,closely revolving around the Party’s political program and goals;from a content perspective,it exhibited broad coverage,encompassing various aspects such as the Party’s leadership style,system,and content;from a value orientation standpoint,it embodied a distinct people-oriented nature,consistently adhering to the fundamental principle of putting the people first.By systematically reviewing the historical process of the construction of Party leadership regulations during this period,we can provide valuable experience and insights into promoting the high-quality development of the construction of Party leadership regulations in the new era,knowing we must uphold Party leadership and adhere to the correct political direction,focus on implementing and continuously improving the execution of Party leadership regulations and systems,grasp the"fundamental few"and leverage the exemplary role of leading cadres in"leading by example",adhere to a problem-oriented approach,proceed from reality and advance the construction of party leadership regulations and systems in keepin
