摘　　要：我国城市化转型升级的主要表征为经济结构变化、对外经济拓展、经济增速调整、人力资源结构升级,呈现城市化速度有所放缓、发展质量稳步提高、发展方式趋于优化、经济增长动力转换、经济结构升级、创新模式转变、更加突出以人为本的价值导向等新趋势。但仍面临城市化水平待提升、科技创新与产业升级需加强、人口老龄化与收入分配差距较大、碳排放与环境压力加剧和国际政治经济环境复杂多变等挑战。我国需以科学有效的宏观调控制度体系为保障,发挥多重国家发展战略叠加优势,完善国家战略规划体系、建立政策统筹协调机制、构建区域协调发展机制、推进政策评估科学化数智化建设,以产业升级、稳步扩中、创新引领、开放发展、敏捷治理构建高质量可持续发展的城市化新格局。The main manifestations of China's urbanization transformation and upgrading are shifts in economic structure,expansion of external economic activities,adjustments in economic growth rates,and upgrades in human capital structure.This stage is marked by emerging trends such as the pace of urbanization has slowed down,steadily improved development quality,optimized development models,transformation of economic growth drivers,upgraded economic structures,shifts in innovation paradigms,and a stronger focus on people-centered values.Nevertheless,challenges remain,including the need to further enhance urbanization levels,strengthen technological innovation and industrial upgrading,address population aging and income inequality,reduce carbon emissions and environmental pressures,and adapt to a complex and ever-changing international political and economic environment.To build a high-quality and sustainable urbanization framework,China must establish a scientifically robust macro-control system,leverage the synergies of multiple national development strategies,refine the national strategic planning system,create coordinated policy mechanisms,foster regional collaborative development mechanisms,and promote the scientific and digital transformation of policy evaluation.This will be achieved through industrial upgrading,steady expansion of the middle class,innovation-driven growth,open development,and agile governance.
