农药制造工业副产品环境管理政策解析

摘　　要：农药制造工业生产过程产生的副产物如何合规作为副产品管理是企业和环境管理部门长期面临的难题。分析了现有和即将发布的用来加强农药工业副产品生产和使用过程的风险管控的政策和标准,给出了副产物合规作为副产品管理的有效途径,建议农药企业对于现有的“副产品”和新建项目将产生的副产物应根据其来源和属性,对照相关要求,评估其作为副产品管理的合法合规性,消除副产品使用可能带来的人体健康和生态环境风险。对加强副产品规范化环境管理具有重要作用,有利于保障副产物资源化利用过程环境安全,进一步促进行业副产品规范化管理能力和水平。How to manage the co-products generated in the production process of the pesticide manufacturing industry in compliance as by-products has long been a difficult problem faced by enterprises and environmental management departments.By analyzing the existing and upcoming policies and standards aimed at strengthening the risk control in the production and use of pesticide industry by-products,effective ways to manage co-products in compliance as by-products are presented.It is recommended that pesticide enterprises should,based on the source and attributes of the existing"by-products"and those to be generated in new projects,evaluate their legality and compliance as by-products against relevant requirements,so as to eliminate the potential risks to human health and the ecological environment that may be brought about by the use of co-products.This plays an important role in strengthening the standardized environmental management of by-products,helps to ensure environmental safety in the process of co-products resource utilization,and further promotes the industry's ability and level of standardized by-products management.
