摘　　要：明晰自然资源概念与分类是开展自然资源统一确权登记,建立归属清晰产权制度的基本前提,也是支撑其与国土调查成果科学有效衔接的理论基础。文章围绕自然资源概念与分类,根据其发展脉络与逻辑关系,构建以“法规层—管理层—实施层”为主线、“参证层”为辅线的“3+1层级”指导、“3+4数据组”支撑的概念解析框架,深入探讨自然资源分类与各类内涵。研究表明,自然资源应属于公共资源且具有天然性和可利用性,自然资源统一确权登记中陆地范围内自然资源应划分为水流、湿地、森林、草原、荒地和探明储量的矿产资源六类。文章相应提出六类自然资源概念清单,系统梳理自然资源分类与第三次全国国土调查工作分类对应关系,搭建国土调查与自然资源统一确权登记关联的“桥梁”。Clarifying the concept and classification of natural resources is the basic premise of carrying out the unified registration of natural resource rights and establishing a clear ownership property right system.And it is also the theoretical basis for supporting scientific and effective connection with land survey results.Focusing on the concept and classification of natural resources,according to its development context and logical relationship,the paper constructs a conceptual analysis framework of"3+1 level"guidance and"3+4 data set"supported by"law and regulation layer—management layer—implementation layer"as the main line and"reference layer"as the auxiliary line,and deeply discusses the classification and various connotations of natural resources.The research shows that natural resources should belong to public resources and possess naturalness and usability.In the unified registration of natural resource rights within the land area,natural resources should be classified into six categories:water flow,wetlands,forests,grasslands,wastelands and mineral resources with proven reserves.This paper accordingly put forward the corresponding concept lists of the six types of natural resources,systematically sorted out the corresponding relationship between the classification of natural resources and the classification of the Third Nationwide Land and Resources Survey,and built a"bridge"between land survey and the unified registration of natural resource rights.
