摘  要:探索产业用地多元化供应方式对于深入推进要素市场化配置改革意义重大。文章围绕项目准入范围、年期设置、权能明晰、出让(租赁)底价、实施程序等重点,对各地多元化供地实践进行了总结。研究发现,产业用地多元化供应符合高标准市场体系建设方向,能体现不同区域社会经济发展阶段的特性和满足土地资源节约集约利用的需要。未来,为了完善多元化供地制度设计,须坚持系统思维,明确产业规划用地性质,设定与企业生命周期契合的年期范围,实施年租金制,并完善续期管理,建立全流程联合监管机制。It is important to explore the diversified supply mode of industrial land to further promote the market-oriented allocation reform of factors.The article summarizes the practice of diversified land supply in different regions,focusing on key points such as the scope of project access,the setting of tenure,the clarification of power,the base price of transfer(lease),the implementation procedures,etc.The study finds that the diversified supply of industrial land in accordance with the direction of building a high-standard market system,which can reflect the characteristics of socioeconomic development stages in different regions and meet the needs for economical and intensive use of land resources.In the future,in order to improve the design of the diversified land supply system,it is necessary to adopt a systematic approach,clarify the nature of industrial land use planning,set tenure periods consistent with the life cycle of enterprises,implement the annual rent system,improve renewal management,and establish the whole process joint supervision mechanism.
