摘　　要：行贿犯罪是受贿犯罪的重要诱因。围猎腐蚀之风不刹,腐败增量难以有效遏制。基于此,党中央多次强调要“坚持受贿行贿一起查”。检察机关作为党绝对领导下的政治机关、法律监督机关和司法机关,是惩治腐败犯罪的重要力量,应充分发挥法律监督职能,系统参与治理行贿犯罪,促进腐败问题标本兼治。在监察调查阶段,有效落实配合制约的办案原则,确保配合有力、制约有效;在审查起诉阶段,依法精准有力惩治行贿犯罪;在刑罚执行阶段,加强对行贿犯罪案件的刑罚执行监督,完善行贿犯罪“刑行衔接”处罚机制;加强法治宣传,做好行贿犯罪治理“后半篇文章”,推动实现行贿犯罪全流程、多元化、现代化治理。Bribery crimes are important incentives for accepting bribes.If the trend of entrapping and corrupting is not curbed,it will be difficult to effectively contain the increase in corruption.The Central Committee of the Communist Party of China has repeatedly emphasized the need to“investigate both bribery and accepting bribes simultaneously”.As a political organ,a legal supervision organ and a judicial organ under the absolute leadership of the Party,the procuratorial organs are an important force in punishing corruption crimes.They should give full play to their legal supervision functions,participate systematically in combating bribery crimes,and promote addressing both the symptoms and root causes of corruption problems.During the stage of supervision and investigation,effectively implement the case-handling principle of coordination and restraint to ensure effective coordination and restraint.During the stage of examination and prosecution,punish bribery crimes precisely and effectively in accordance with the law.During the stage of penalty execution,strengthen the supervision of the penalty execution of bribery crime cases and improve the“connection between criminal and administrative penalties”punishment mechanism for bribery crimes.Strengthen the publicity of the rule of law,do a good job in the“latter part”of the governance of bribery crimes,and promote the realization of the full-process,diversified,and modernized governance of bribery crimes.
