摘　　要：作为重要的资源制度性安排,城市群政策对微观主体行为产生了重要影响。基于倾向得分匹配—双重差分法(PSM-DID)研究城市群政策对地区创业活动的影响及其作用机制。结果表明:第一,城市群政策对地区创业活动具有显著的激励作用;第二,城市群政策主要通过提高人口流入和资金流入、降低市场分割程度来促进地区创业;第三,城市群政策对中心圈层地区创业活动的影响要显著大于外围圈层,而且城市群政策对中心圈层和外围圈层地区不同行业的创业活动存在异质性影响;第四,城市群政策对创业活动的促进效应在基础设施完善的地区更强;最后,城市群政策由于制度优势为经营活动创造了诸多有利条件,进而影响已有企业的选址行为。因此,应进一步发挥城市群的重要作用,同时为创业活动营造更有利的外部环境,进而充分激发微观经济活力。As an important institutional arrangement of resources,urban agglomeration policy has an important impact on micro subjects.This paper uses the PSM-DID method to analyze the impact and mechanism of urban agglomeration policy on entrepreneurship.The findings indicate that:First,urban agglomeration policy has a significant incentive effect on entrepreneurship;Second,urban agglomeration policy mainly promotes entrepreneurship by increasing population and capital inflow,and reducing market segmentation;Third,the impact of urban agglomeration policy on entrepreneurship in the central circle is significantly greater than that in the peripheral circulation,while urban agglomeration policy has a heterogeneous impact on entrepreneurship across different industries in both central and peripheral areas;Fourth,the promoting effect of urban agglomeration policy on entrepreneurship is stronger in regions with well-developed infrastructure;Finally,urban agglomeration policy has created many favorable conditions for business activities due to institutional advantages,which in turn affect the site selection behavior of existing firms.Therefore,the important role of urban agglomerations should be further leveraged,while creating a more favorable external environment for entrepreneurship,thereby fully stimulating microeconomic vitality.
