摘　　要：传统水环境治理执法模式存在片面性、分散性、交叉性等弊端,导致水环境治理成效不佳等问题。本文结合河长制的实行,在对漳州市水环境治理联合执法实践经验进行总结的基础上,从制度建设、机制建设、平台建设和队伍建设四个方面,对河长制背景下水环境治理联合执法提出完善建议,以期为推进地方水环境保护联合执法改革和生态文明建设作出贡献。The traditional law enforcement model of water environment governance has disadvantages such as one-sidedness,dispersion and intersectionality,which leads to poor results in water environment governance.Combined with the implementation of the river chief system,this paper summarizes the practical experience of joint law enforcement of water environment governance in Zhangzhou City,and puts forward suggestions for improving the joint law enforcement of water environment governance under the background of the river chief system from four aspects:system construction,mechanism construction,platform construction and team construction,with a view to contributing to the reform of joint law enforcement of local water environment protection and the construction of ecological civilization.
