摘　　要：建设用地土壤污染状况调查是确认地块是否受到污染的必要途径,是地块后续管理的重要基础和依据,其结论的科学性对地块的安全利用至关重要。本文通过分析贺州市建设用地土壤污染状况调查现状,梳理总结地块业主、从业机构、法律法规、土壤环境背景等方面存在的问题,针对性提出将建设用地土壤污染状况调查报告评审纳入行政许可事项、建立健全从业人员和机构监管制度、建立建设用地土壤污染状况调查分类管理名录和出台贺州市土壤环境背景值地方标准等建议,希望为建设用地土壤污染状况调查工作提供帮助和参考。The investigation of soil pollution on construction land is not only a necessary way to confirm whether the land has been contaminated,but also an important foundation and basis for subsequent management of the land.The scientific nature of its conclusions is crucial for the safe utilization of the land.This article analyzes the current situation of soil pollution investigation on construction land in Hezhou,and summarizes the problems existing in land owners,employment institutions,laws and regulations,soil environmental background values,and other aspects.Targeted suggestions are proposed to include the evaluation of soil pollution investigation reports on construction land in administrative licensing matters,establish a sound supervision system for employees and institutions,establish a classification and management directory for soil pollution investigation on construction land,and issue local standards for soil environmental background values in Hezhou.It is hoped to provide assistance and reference for the investigation of soil pollution on construction land.
