乡村振兴背景下新型农村集体经济发展的现状、难点与对策研究——以湖南省常宁市为例

摘　　要：推进新型农村集体经济内源式发展贯彻落实党的“二十大”精神的关键举措,是打造“农业强国”的战略安排。文章以湖南省常宁市为例,将新型农村集体经济内源式发展置于乡村振兴战略大背景下,调查近年来村级集体经济发展情况。其深入分析了村级集体经济如何在乡村振兴背景下突破难点,并在此基础上从推进创新农村产权制度、强化整体规划、构建完善的财政保障机制、加强队伍建设和强化对村干部的权力监管五个方面提出政策建议,从而为湖南省常宁市新型农村集体经济发展壮大提供理论和决策支持。The key measure to implement the spirit of the Party s“20th National Congress”is to build a strategic arrangement of“agricultural power”.This paper puts the endogenous development of the new rural collective economy in the context of the rural revitalization strategy,and takes Changning City of Hunan Province as an example to investigate the development of the village-level collective economy in recent years.In-depth analysis on how to break through the difficulties of rural collective economy in the context of rural revitalization is made,and on this basis,it puts forward policy suggestions from five aspects:promoting innovation of rural property rights system,strengthening overall planning,constructing perfect financial security mechanism,strengthening team construction and strengthening the power supervision of village officials,so as to provide theoretical and decision-making support for the development and growth of new rural collective economy in Changning City,Hunan Province.
