摘　　要：党内法规科学立规,是贯彻落实党的二十届三中全会关于“完善党内法规,增强党内法规权威性和执行力”的重要举措。它是依据马克思主义科学世界观方法论得出的必然结论,是提高党内法规制定质量的必由之路,也是推动新时代党的建设新的伟大工程向纵深发展的必然要求,具有深刻的理论必然性、历史必然性和实践必然性。党内法规科学立规包括四个基本维度:其一,科学的指导思想决定党内法规科学立规的根本属性;其二,科学的纲领目标引领党内法规科学立规的正确方向;其三,科学的体制机制提供党内法规科学立规的关键保障;其四,科学的制度内容构成党内法规科学立规的基本内涵。The scientific formulation of Party rules and regulations is an important measure to implement the policy to“refine Party rules and regulations,increase their authority,and fully enforce them”made in the Third Plenary Session of the 20th Central Committee of the Communist Party of China.Besides the inevitable conclusion drawn from the methodology of Marxist science world viewing,it is also the sure way to improve the formulation quality of Party rules and regulations.As the inevitable requirement to promote the new and great Party construction projects in width and depth in the new era.It is bound to have a profound theoretical,historical and practical inevitability.The scientific formulation of Party rules and regulations include four basic dimensions.Firstly,the scientific guidance determines the fundamental attribute of the scientific formulation of Party rules and regulations.Secondly,scientific program objectives guide the correct direction of the scientific formulation of Party rules and regulations.Thirdly,the scientific institutional mechanism provides a key guarantee for the scientific formulation of Party rules and regulations.Fourthly,the scientific system contents constitute the basic connotation in the scientific formulation of Party rules and regulations.
