摘　　要：党的二十届三中全会提出继续把改革推向前进的“六个必然要求”,其中一个重要方面就是“应对重大风险挑战、推动党和国家事业行稳致远的必然要求”。作为一项全新的事业,在推进中国式现代化进程中必然会面临多重风险挑战。中国式现代化进程中防范化解重大风险的核心要义就在于以习近平新时代中国特色社会主义思想为根本遵循,特别是其中关于防范化解风险挑战的战略思考。其基本策略就在于把握“坚持人民至上”的价值根本与新时代新征程风险治理的客观规律,充分发挥国家制度和国家治理体系显著优势,从科学研判、强化忧患意识、筑牢防范化解重大风险的思想基础;妥善应变、坚守底线思维、完善防范化解重大风险的防控体系;战略谋划、增强斗争本领、提高防范化解重大风险的驾驭能力三重维度对中国式现代化进程中风险防范的问题域与目标域展开系统性应对。The“Six Essential Requirements”to advance reform are proposed at the Third Plenary Session of the 20th Central Committee of the Communist Party of China.Among them,the“essential requirement to address major risks and challenges is to ensure a steady and long-term advancement of the Party’s and the nation’s undertakings.”As a completely new undertaking,multiple risks and challenges are bound to emerge in the advancing process of Chinese-style modernization.The core principles to prevent and mitigate major risks in this process lies in an adherence to XI Jinping Thought on Socialism with Chinese Characteristics for the new era,particularly its strategic insights on risk and challenge mitigations.Fundamental strategies involve upholding the“people supremacy”value and understanding the objective risk mitigation laws in the new era along this new journey.We should take full advantage of the national system and governance framework in three main dimensions:a scientific assessment,a precaution awareness reinforcement and a solid ideological foundation for major risk prevention and mitigations.It is necessary to construct a risk prevention and control system with a proper response mechanism and an adherence to bottom-line mentality.An emphasis is laid on the strategic planning,struggle capability enhancement,and the ability improvement in major risk prevention and mitigation.These three approaches provide a systematic response to the issue and objective domains of risk-prevention in the process of Chinese-style modernization.
