摘　　要：为有效提升县域地震灾害应急救援能力,以四川省凉山州冕宁县为例,通过梳理分析研究区地震灾害风险基本特征,构建研究区地震灾害风险评估指标体系框架、指标分类及评价方法,从而实现研究区地震风险评估等级划分。在此基础上,开展地震情景分析研究,并以县和乡镇两级政府作为灾害应对主体考虑,结合当地受灾情况、应急资源分布和救援力量建设等实际,研究适用于县域的具有针对性并行之有效的应急救援策略与方法,为当地政府补充提供具体的抢险救援行动策略支撑,在一定程度上有效提升基层重特大地震灾害应急处置效率,是践行新时代防灾减灾救灾理论的重要尝试,也是推动地震灾害应急预案精细化建设的探索。In order to effectively improve the county-level emergency rescue capability in earthquake disasters,the paper took Mianning County,Liangshan Prefecture,Sichuan Province as the example,studied and analyzed the basic characteristics of earthquake disaster risks in the research area,constructed a framework for earthquake disaster risk assessment indicators,index classification and evaluation method,and thus achieved the classification of earthquake risk assessment in the research area.On this basis,the earthquake scenario analysis research was carried out,and the county and township governments were considered as the main disaster response entities,combining with the local disaster situation,distribution of emergency resources,and construction of rescue forces,this study aims to develop targeted and effective emergency rescue strategies and methods that suitable for counties,which providing specific emergency rescue action supports for local governments.To a certain extent,effectively improving the efficiency of emergency response to major earthquakes at the grassroots level is an important attempt to practice the theory of disaster prevention,reduction,and relief in the new era,and also an exploration to promote the refined construction of earthquake emergency plans.
