闽台农业融合发展的重要意义、现实困境和路径探索

摘　　要：【目的/意义】从学理层面探讨乡村振兴战略布局下闽台农业融合发展新路径,以期为促进两岸农业资源要素的深度对接、发展农村新质生产力、实现农业农村现代化提供参考。【方法/过程】立足于乡村振兴战略布局,通过结合不同在闽产业的发展情况,回顾闽台农业融合发展历史,分析其发展的可行性、必要性,并对不同视角下的发展困境提出相应解决措施。【结果/结论】结果显示,闽台农业融合发展具备自然、文化及政策倾向的可行性,是应对经济全球化、提高农业新质生产力、带动在闽企业发展和促进闽台农民增收的必要政策。福建应着力解决地域紧张、发展机制缺位、政策乏力等困境,积极探索稳定资本输入输出、加快农业技术推广、助力多产业融合发展、确保市场和资源要素有效对接等闽台农业融合发展新路径,逐步完善闽台涉农产业发展中产业落地前置条件、多领域新业态融合发展等相关政策,以保障营商环境、加快机制革新、完善产业发展政策等有效手段,推动闽台农业融合发展取得新的进展。【Objective/Meaning】From the academic realm,the new paths for the integrated development of agriculture between Fujian and Taiwan under the strategic layout of rural revitalization were discussed,in order to provide reference for promoting the indepth docking of agricultural resource elements on both sides of the Taiwan Straits,developing the new quality of rural productivity and realizing the agricultural and rural modernization.【Methods/Procedures】Based on the strategic layout of rural revitalization,the history of the integrated development of agriculture in Fujian and Taiwan was reviewed by combining the development status of different industries in Fujian.Then,the feasibility and necessity of its development were analyzed,and the corresponding countermeasures for the development dilemma from different perspectives were put forward.【Results/Conclusions】The results showed that the integrated development of agriculture between Fujian and Taiwan had the feasibility of natural,cultural and policy tendencies.It was a necessary policy to cope with the economic globalization,improve the new quality of rural productivity,drive the development of enterprises in Fujian,and promote the income increase of farmers in Fujian and Taiwan.Therefore,Fujian should focus on solving the dilemma of regional tension,lack of development mechanism and weak policy,and actively explore the new paths for the integrated development of agriculture in Fujian and Taiwan by stabilizing the input and output of capital,speeding up the promotion of agricultural technology,assisting in the integrated development of multi-industry,and ensuring the effective docking of the market and resource elements.Moreover,the relevant policies should be gradually improved including the preconditions for industrial landing in the development of agriculture-related industries in Fujian and Taiwan,and the integrated development of new formats in multiple fields,so as to guarantee the business environment,accelerate the reform of mechanism,improve the
