摘 要:人才是推动区域创新发展、提高区域竞争力的重要因素,当前国内外人才竞争日益激烈,甘肃面临着人才流失和引才困难的严峻考验。如何提高人才满意度,促进人才聚集,是甘肃需要解决的重要问题。将人才满意度划分为宏观环境满意度、人才政策满意度、组织满意度、工作满意度四个部分,通过研究假设构建理论模型进行分析。结果表明,宏观环境满意度对省际流动意愿具有显著的反向影响,而对省内流动意愿影响不显著;人才政策满意度、组织满意度、工作满意度对人才省际和省内流动意愿均有显著的负向影响,但不同要素影响效果各不相同。在此基础上,提出了甘肃引进和留住人才的相应政策。Talents are an important factor to promote regional innovation and development and improve regional competitiveness.The competition for talents in various countries and regions has intensified,Gansu is facing a severe test of brain drain and difficulty in attracting talents.The talent satisfaction is divided into macro environment satisfaction,talent policy satisfaction,organizational satisfaction and individual satisfaction.By constructing the model,the influence of talent satisfaction on Gansu talent flow intention is analyzed.The results show that the macro-environment satisfaction has a significant negative impact on the inter-provincial flow willingness,but has no significant impact on the intra-provincial flow willingness.Talent policy satisfaction,organizational satisfaction and individual satisfaction have a significant negative impact on the willingness of inter-provincial and intra-provincial mobility of talents,but the effects of different influencing factors are varied.On this basis,the corresponding policies of introducing and retaining talents in Gansu are put forward.
