“生态银行”试点与生态调节服务产品价值市场化实现——基于交叠PSM-DID的实证检验

摘　　要：“生态银行”是推动生态产品价值市场化实现的重要模式创新,生态调节服务产品价值实现是推进生态文明建设的重要环节。以2010—2022年福建、浙江和江西三省200个县为研究样本,构建交叠PSM-DID模型实证分析“生态银行”试点政策对生态调节服务产品价值市场化实现的影响。研究发现:(1)“生态银行”试点政策对生态调节服务产品价值市场化实现具有显著的正向影响;(2)异质性分析表明,侧重市场交易的生态资产产权交易模式相较于生态产业发展模式在市场化改革方面更加彻底,政策效果更加显著;(3)“生态银行”试点政策效果受政府财力水平的影响,财力水平高的试点县政策效果更加明显。“Ecological bank”is an important model innovation for promoting the marketization of ecosystem product value,and the realization of ecosystem regulation service product value is a key part of advancing ecological civilization.Taking 200 counties in Fujian,Zhejiang,and Jiangxi provinces from 2010 to 2022 as research samples,an PSM-staggered DID model is constucted to empirically analyze the impact of pilot policies of“ecological bank”on the marketization of ecosystem regulation service products.The result shows that:(1)Pilot policies of“ecological bank”has a significant positive impact on the marketization of ecosystem regulation service products;(2)Heterogeneity analysis indicates that,compared with the ecological industry development mode,the transaction mode of property rights of ecological assets,which focuses on market transactions,is more thorough in market-oriented reform and shows more significant policy effect;(3)Policy effect of“ecological bank”pilot is influenced by the level of government financial resources,and pilot counties with higher level of government financial resources shows more pronounced policy effect.
