农转居社区文化数字治理:技术与场景适配的实践进路

摘　　要：党的二十届三中全会强调,优化文化服务和文化产品供给机制。数字技术是提高社区文化治理效率的重要手段,在考察了农转居社区文化数字治理面临的协同困境、技术排斥、安全风险等现实挑战的基础上,基于适配原则,提出可从完善协同共治关系,形成发展合力;提升居民数字素养,增强应对数字排斥能力;强化数字风险防控,保障社区文化安全等路径破解基层文化治理困境,进一步提高农转居社区文化数字治理适配程度,构建和谐、高效的社区文化数字治理环境。The third plenary session of the 20th Central Committee of the Communist Party of China emphasized the optimization of the supply mechanism of cultural services and cultural products.Digital technology is an important means to improve the efficiency of community cultural governance.Based on the investigation of practical challenges faced by the cultural digital governance of“rural-to-urban”communities such as collaborative dilemma,technical exclusion,and security risk,and in consideration of adaptation principle,it is proposed to improve the collaborative and co-governance relationship and form a joint force for development;Improve residents’digital literacy and enhance their ability to cope with digital exclusion;Strengthen digital risk prevention and control,ensure the safety of community culture,solve the predicament of grassroots cultural governance,further improve the adaptation degree of cultural digital governance of“rural-to-urban”community,and build a harmonious and efficient environment for community cultural digital governance.
