摘　　要：随着新一轮技术革命与产业变革的深入发展,东盟各国正在加快发展数字经济,推动经济社会数字化转型,数字经济产业合作成为中国—东盟合作的新动能。双方的数字经济产业合作涵盖电子商务、数字金融、基础网络、数字技术、智能制造、智慧城市、数字农业等诸多领域,且合作的广度和深度不断拓展。同时,中国—东盟数字经济产业合作也面临政策和监管差异、数字人才不足、数字创新环境局限、数字安全风险突出、地缘政治竞争加剧、数字生态尚未形成等制约因素。未来双方的合作应加强顶层设计和政策协调,扩大数字贸易规模,培育协同创新生态。中国要加大对东盟国家的数字治理援助,合作提升数字规则标准话语权,并遵循一些合作原则,使双方的合作行稳致远。Associate Professor at School of International Studies,Zhejiang University and Senior Research Fellow at Center for International Studies on Development and Governance,Zhejiang&Zhejiang University;and Jiang Zhida,Senior Research Fellow at China Institute of International Studies.With the deepening of the new round of technological revolution and industrial transformation,ASEAN countries are accelerating the development of digital economy and promoting the digital transformation of economy and society,making industrial cooperation in digital economy a new driver for China-ASEAN cooperation.Currently,industrial cooperation in digital economy between the two sides covers e-commerce,digital fi nance,basic networks,digital technology,smart manufacturing,smart city,digital agriculture and other fields,with the breadth and depth of cooperation continuing to expand.At the same time,China-ASEAN industrial cooperation in digital economy also faces constraints such as policy and regulatory differences,lack of digital talents,limitation of digital innovation environment,prominent digital security risks,intensifying geopolitical competition,and the missing of a digital ecology.The future cooperation between the two sides calls for top-level design and policy coordination,expansion of digital trade,and fostering of a collaborative innovation ecosystem.China should increase assistance to ASEAN countries in digital governance,cooperate with ASEAN to enhance their right to formulate digital rules and standards,and follow some cooperation principles to ensure steady and long-term cooperation between the two sides.
