摘  要:随着水利行业管理标准化的深入,本文按照智慧水利“需求牵引、应用至上、数字赋能、提升能力”的总要求,结合水利部水利安全生产风险管控“六项机制”,分析了水工观测常见的问题及原因,指出了“精密监测”的重要性,重点介绍了江苏省万福闸“全要素”精密监测的实施及应用,对水利工程推进智慧水利建设具有一定实践指导意义和借鉴推广作用。With the deepening of management standardization in the water conservancy industry,this paper follows the overall requirements of“demand-driven,application first,digital empowerment,and capability enhancement”in intelligent water conservancy.It also integrates the Ministry of Water Resources’six mechanisms for water safety production risk management,analyzing common issues and causes in hydraulic observations,and emphasizing the importance of“precision monitoring”.The paper focuses on the implementation and application of the“all-factor”precision monitoring system at the Wanfu Sluice in Jiangsu Province.The study provides practical guidance and reference for advancing smart water conservancy in hydraulic engineering projects.
