摘　　要：推动实现绿色低碳高质量发展,标准是重要的约束手段。山东省作为制造业第一大省,其能源消费总量和碳排放量均居全国前列,亟需通过摸清绿色低碳标准化创新发展现状,为推动山东绿色低碳发展提供必要的技术支撑。本文梳理了国际标准化组织(ISO)、欧盟和国内标准化技术组织及标准制修订情况、山东参与标准化情况,并对国内外碳排放方法进行对比分析,为碳排放核算体系的建立提供参考,助力降碳减排。Standards serve as crucial regulatory tools in promoting green,low-carbon,and high-quality development.As the largest manufacturing province,Shandong’s total energy consumption and carbon emissions are among the highest in China.Therefore,it is urgent to clarify the status of innovative development of green and low-carbon standardization and provide necessary technical support for advancing Shandong’s green and low-carbon development.This paper sorts out the standards development and revision of international standardization organizations,the European Union,and domestic standardization technical organizations,as well as Shandong’s participation in standardization.It conducts a comparative analysis of domestic and international methods of carbon emission,providing a reference for the establishment of a carbon emission accounting system and facilitating carbon reduction.
