摘　　要：科研型军工企业是国家创新体系的重要组成部分,是科技创新成果的重要供给侧。国家知识产权战略实施以来,国内知识产权工作呈现与时俱进蓬勃发展的态势。为适应日益激烈的竞争环境,着力提升自主可控能力水平,推动企业转型升级提质高效发展,通过构建涵盖内控制度、组织架构、科学量化评价和信息平台基础设施的知识产权管理体系,将“尊重知识、激励创新、促进转化、持续提升”知识产权战略深度融入科研生产全业态和重大任务实施全过程,推动攻克系列关键核心技术,助力实现高水平科技自立自强。Military scientific research enterprises are a crucial component of the national innovation system and serve as a vital source of scientific and technological innovation achievements.Since the implementation of the national strategy on intellectual property rights(IPR),domestic IPR work have witnessed robust growth with the times.To adapt to an increasingly competitive environment,enhance independent and controllable capabilities,and promote the transformation,upgrading of enterprises for quality improvement and efficient development,an integrated IPR management system has been established,encompassing internal control mechanisms,organizational structures,scientific quantitative evaluation methods,and information platform infrastructure.Therefore,the IPR strategy of“respecting knowledge,encouraging innovation,promoting transformation,and continuous improvement”will be deeply integrated into all forms of scientific research and production processes as well as the implementation process of major tasks,to facilitate the advancement of key core technologies and contribute to achieving greater self-reliance and strength in science and technology.
