“双碳”目标下我国风光水火储多能互补标准体系研究

摘  要:标准体系有利于指导风光水火储多能互补项目规划、设计、建设、运行,由于缺乏统筹考虑和顶层设计,我国尚未建立起相关标准体系。本文系统性总结国内外标准制订情况,梳理我国多能互补标准化工作政策要求,总结出“双碳”目标下我国风光水火储多能互补标准面临的问题和挑战,提出了由通用及基础技术标准、项目全生命周期不同时序阶段专业技术标准两层结构组成的风光水火储多能互补标准体系,从项目总体设计、质量监督、投资匡算、资源评估、容量配置、开发模式、接入方式、运行调控、市场准入等角度提出了关键技术标准的制订建议。本文研究成果将有效支撑以沙漠、戈壁、荒漠为重点的大型风光新能源基地和主要流域水风光一体化基地规划落地。A standards system is instrumental in guiding the planning,design,construction,and operation of multienergy complementary projects involving wind,solar,hydro,thermal energy and energy storage.Due to the absence of integrated considerations and top-level design,a comprehensive standards system for such multi-energy complementary projects had not been established yet.This paper systematically summarizes the development of relevant standards at home and abroad,reviews the policy requirements for the standardization work of multi-energy complementary projects in China,and identifies the issues and challenges faced by multi-energy complementary standards under carbon peaking and carbon neutrality goals in China.It introduces for the first time the multi-energy complementary standards system with a two-tier structure,comprising general and foundational technical standards and professional technical standards at various stages of the project’s lifecycle.This paper also proposes recommendations for the development of key technical standards from perspectives such as overall project design,quality supervision,investment estimation,resource assessment,capacity allocation,development models,access methods,operational control,and market access.The research results of this paper will effectively support the planning and implementation of large-scale wind and photovoltaic renewable energy bases in the area of deserts and Gobi,as well as the hydro/wind/solar renewable energy integrated engineering projects in major basins.
